Shared housing approval in Dubai: the rules and how to get the permit

Shared housing approval in Dubai means a Dubai Municipality permit to operate a villa or apartment as shared accommodation, plus Civil Defence approval, in an allowed area only.

The short answer

Under the new Dubai Municipality rules (Dubai Municipality circular, reported by Khaleej Times on 8 October 2026), shared housing is allowed only in 39 listed areas: 28 fully and 11 in designated parts. Each unit is either individual or family housing, never both. Bedrooms need at least 5 m² per person, and the property needs a kitchen, bathroom, dining, recreation and laundry facilities. Existing shared properties must regularise by 8 September 2027, and fines range from AED 500 to AED 500,000. Owners apply, or tenants apply with the owner's NOC. Structural Solutions prepares the layout drawings, checks the structure, and handles DCD and the DM permit.
