What if my area is not allowed for shared housing in Dubai?
If your area is not allowed for shared housing on the Dubai Municipality list, the property should be rented as a single unit, not shared.
The short answer
Shared housing is allowed only in the 39 areas on the DM list (Dubai Municipality circular, reported by Khaleej Times on 8 October 2026). In other areas, such as Dubai Marina, JLT, Downtown, Al Quoz or Mirdif, the property cannot be used as shared accommodation, and existing shared use should stop or move. Operating shared housing there risks fines from AED 500 to AED 500,000. If your area is partly allowed, we check whether your plot is in the designated part.
