Can a tenant convert a rented property into shared housing in Dubai?
Yes. A tenant can apply for shared housing with a NOC from the owner; the owner NOC is enough.
The short answer
A tenant can apply with the owner's NOC. The property must still meet the DM rules (Dubai Municipality circular, reported by Khaleej Times on 8 October 2026): an allowed area, one category, bedrooms of 5 m² per person, the required facilities, DCD approval and the DM permit. We prepare the drawings and handle the approvals for tenants and owners.
