Shared housing allowed areas in Dubai: 28 areas where it is fully allowed and 11 where it is allowed in designated parts only, under the Dubai Municipality circular.
The short answer
The Dubai Municipality circular (reported by Khaleej Times on 8 October 2026) lists where shared housing is allowed. It is fully allowed in 28 areas, including Karama, Oud Metha, Al Barsha 1, Jumeirah 1, Al Qusais, Al Nahda 1 and 2, Al Rigga and Al Warqa 1. It is allowed only in designated parts of 11 more, including Al Satwa, Mankhool, Al Jafiliya and Al Mamzar. On Bani Yas Road, Sheikh Zayed Road, Jumeirah Road and Al Wasl Road, only family housing is allowed. Areas not on the list, such as Dubai Marina, JLT and Downtown, are not included.
