How many people can live in a 1-bedroom apartment in Dubai?
In a 1-bedroom apartment used as shared housing, the bedroom must give at least 5 m² per person: a 12 m² bedroom holds two, 15 m² three.
The short answer
In shared housing, the DM rules (Dubai Municipality circular, reported by Khaleej Times on 8 October 2026) set a minimum of 5 m² of bedroom per person. For a 1-bedroom apartment, divide the bedroom area by five: 10 to 14 m² for two people, 15 to 19 m² for three. The apartment must also have the kitchen, bathroom, dining, recreation and laundry facilities, be in an allowed area, and have DCD approval and the DM permit.
