Shared Housing · Questions

Does my landlord need to approve shared housing in Dubai?

Yes, your landlord needs to approve shared housing: a tenant applies with a NOC from the owner, and that owner NOC is enough.

The short answer

A tenant cannot apply for the shared accommodation permit alone: the owner's NOC is required, and it is enough. With the NOC, we prepare the layout drawings, check the structure, and apply for DCD approval and the DM permit under the rules (Dubai Municipality circular, reported by Khaleej Times on 8 October 2026).
