Is shared housing allowed in Dubai Marina, JLT or Downtown?
No. Shared housing in Dubai Marina, JLT or Downtown is not allowed: these areas are not on the Dubai Municipality list.
The short answer
The DM circular (reported by Khaleej Times on 8 October 2026) allows shared housing only in 39 listed areas, mostly in Deira, Bur Dubai, Karama, Al Qusais, Al Nahda, Jumeirah 1, Al Barsha 1 and Al Warqa 1. Dubai Marina, Jumeirah Lakes Towers (JLT) and Downtown Dubai are not on the list, so apartments there cannot be used as shared accommodation. Renting the apartment as a single unit is not affected.
