Is shared housing legal in Dubai?
Yes, shared housing is legal in Dubai in the allowed areas, with the Dubai Municipality permit and Civil Defence approval.
The short answer
Shared housing is legal in Dubai when it follows the Dubai Municipality rules (Dubai Municipality circular, reported by Khaleej Times on 8 October 2026): it must be in one of the 39 allowed areas, set up as individual or family housing, with bedrooms of at least 5 m² per person and the required facilities, with DCD approval and the shared accommodation permit. Outside the allowed areas, or without the permit, it is a violation, with fines from AED 500 to AED 500,000. Existing properties must regularise by 8 September 2027.
