Dubai approvals: the short answer
Most works in Dubai need two layers of approval: the developer or building management NOC, then a permit from the authority for the area, which is Dubai Municipality, DDA, Trakhees, DMCC via Concordia or the DSO Authority. DCD approves fire safety, and specialist approvals such as the pool environmental NOC, DM Food Safety, DEWA, RTA and DHA apply to some works.
What is a building approval in Dubai?
- Developer NOC: The developer or building management agrees to the works.
- Authority permit: DM, DDA, Trakhees, DMCC or DSO issues the building permit for the area.
- Specialist approvals: DCD, pool NOC, DM Food Safety, DEWA, RTA or DHA where needed.
- Completion: Inspection and a completion certificate close the permit.

Do I always need a developer NOC?
In developer communities and towers, yes, before the authority permit. In Dubai Municipality villa areas and in Dubai Silicon Oasis there is no developer NOC.
Is DCD always needed?
For restaurants, warehouse works and any works that change fire safety, yes.
Can I start work before approval?
No. Starting early can lead to violations and problems at sign-off.
