Elysian Mansions Tilal Al Ghaf NOC: approvals for villa changes

Two approvals. First the Majid Al Futtaim (MAF) NOC through the MAF Belong app, then a DDA building permit for structural and external works. We prepare the drawings and handle both.

DDA. Like the rest of Tilal Al Ghaf, Elysian Mansions is approved by the Dubai Development Authority after the MAF NOC, not by Dubai Municipality. The only Dubai Municipality step is the environmental NOC for a swimming pool.

No. The same MAF Home Improvement Guidelines apply: MAF NOC in the Belong app, then DDA for major works, with the same limits for pergolas, pools, balconies and extensions.

In the Belong app, the Majid Al Futtaim community app: select Home Improvement and submit the scope of work, the drawings and your contractor's trade licence. We prepare the drawings and handle the submission with you, then take major works to DDA.

Yes, if the outside look of the home stays the same. MAF does not allow changes to the external look of the villa, so an extension must match the existing design, materials and colours and must not block the neighbour's view. Cladding or a new façade design is not permitted. An extension adds GFA and is a major work: MAF NOC in the Belong app, then a DDA permit.

Garden suites are possible for most Tilal Al Ghaf villas, but not all. It counts as added GFA and needs the MAF NOC, then a DDA building permit. We check your villa type and plot.

Partially, and only the rear balcony. Full enclosure of balconies is not permitted. A partial enclosure is allowed where there is a concrete slab above, it does not block the neighbour's view and it keeps the design of the homes uniform.

No. The MAF guidelines do not permit converting the carport into storage or living space: carports are for parking only. You can add a lightweight cover to the carport if it is not visible from the street, sits below the carport parapet and matches the louvre colour.

Yes, with approval. Pergolas and gazebos must be open, no higher than 2.8 m and at least 80 cm from the boundary wall, and gazebos go in the back garden only. A pool must be at least 1.20 m from the boundary wall, with a safety fence and the deck no more than 30 cm above ground. A pool also needs the Dubai Municipality environmental NOC for the backwash.

Between 9am and 5pm, not on weekends or public holidays. A copy of the MAF NOC must be posted on the front door or wall during the works, and the contractor needs a contractor access permit from the Belong app.

Use the plans from your handover documents. If you do not have them, we survey the villa and prepare as-built drawings for the NOC.

Check the approved drawings and the NOC for those works. If there are none, the works need to be regularised before sale or new works. We check and advise.

The works can be stopped, and you may have to regularise or remove them. Unapproved works can also cause problems when you sell. Get the MAF NOC first.

After the works and once the site is cleared, book the inspection in the Belong app. For major works, MAF refunds the security deposit after you submit the DDA building permit, the approved drawings and the completion certificate. We prepare and obtain these.
