Shared Housing · Fines

What are the fines for illegal shared housing in Dubai?

Shared housing fines in Dubai range from AED 500 to AED 500,000 under the Dubai Municipality circular.

The short answer

The DM circular (reported by Khaleej Times on 8 October 2026) sets fines of AED 500 to AED 500,000 for violations of the shared housing rules, such as operating without a permit, in an area that is not allowed, mixing individual and family housing, or overcrowding below 5 m² per person. Existing properties have until 8 September 2027 to regularise. We help owners and tenants get the permit and DCD approval before then.
