Nakheel Plot Access NOC: Driveways, Curb Cuts and the RTA Steps

✍️ Written by our engineers🏛️ Dubai approvals guide✅ Independent consultant
Lowered kerb and interlock driveway at a Dubai villa — Structural Solutions

Quick answer

A new or wider driveway, curb cut or interlock outside a villa in a Nakheel community follows this route: RTA Access Design Study, then the Nakheel plot access NOC (Plot Access, Curb Cut and Interlock NOC), then the RTA Construction NOC and the RTA Sidewalk Modification Permit, then the works and the security deposit refund. On Palm Jumeirah it is the RTA Access Design Study, then the Nakheel Plot Access NOC.

Last checked: November 2026. Official sources: RTA · Nakheel

Changing how a villa meets the road touches land outside the plot, so both the master developer and the RTA are involved. This guide explains the Nakheel plot access NOC and the RTA steps around it.

When you need a Nakheel plot access NOC

  • A new driveway or a second parking entrance
  • Widening an existing driveway
  • Lowering the kerb (curb cut)
  • Interlock paving outside the plot limit
  • Moving a gate that changes how cars reach the plot

The full route, step by step

  1. RTA Access Design Study
  2. Nakheel Plot Access, Curb Cut and Interlock NOC
  3. RTA Construction NOC
  4. RTA Sidewalk Modification Permit
  5. Works on site
  6. Security deposit refund

Palm Jumeirah is different

On Palm Jumeirah the route is the RTA Access Design Study, then the Nakheel Plot Access NOC. See the Palm Jumeirah plot access NOC page for details.

Drawings: PDF plus AutoCAD in DLTM

A common reason Nakheel returns plot access drawings is that they are not supplied as PDF plus AutoCAD in DLTM coordinates (Dubai Local Transverse Mercator). DLTM drawings show clearly which works are inside the plot limit and which are outside. We prepare them from a site survey, not only from the affection plan. More on DLTM drawings for a Nakheel NOC.

Plot access by community

Outside Nakheel communities

In Dubai Hills (DDA) and Emirates Hills (Dubai Municipality), you get the developer NOC where it applies, then the same RTA steps. In Al Barsha and Umm Suqeim there is no developer NOC. In Jebel Ali Hills the developer is DCM (Dubai Holding Community Management) and the authority is DDA.

Questions owners ask

Do I need RTA approval to widen my driveway in a Nakheel community?

Yes. The route starts with the RTA Access Design Study and includes the RTA Construction NOC and the RTA Sidewalk Modification Permit, with the Nakheel Plot Access NOC in between.

What is the route on Palm Jumeirah?

The RTA Access Design Study, then the Nakheel Plot Access NOC.

Why did Nakheel return my plot access drawings?

A common reason is that the drawings were not supplied as PDF plus AutoCAD in DLTM coordinates. DLTM drawings show which works are inside and outside the plot limit.

What is DLTM?

Dubai Local Transverse Mercator, the coordinate system developers and authorities use to place drawings exactly on the map. We prepare DLTM drawings from a site survey.

Is there a security deposit?

Yes. The security deposit refund is the last step, after the works are complete.
