A new driveway, a wider gate or a second vehicle access in a Dubai Holding community starts with the gate level and permanent vehicle access (design) NOC, then construction, then completion, followed by the RTA NOC. Vehicle access design is one of our main services: we survey, design the levels and submit.
The short answer
Vehicle access has three NOCs on the Dubai Holding Community Management portal. The design NOC approves the access position and the gate level: the levels of the gate and driveway against the road, kerb and footpath, so the access fits the road and drains properly. The construction NOC covers the works outside the plot. The completion NOC follows the inspection. The RTA NOC is needed after the community NOC.

What drawings are needed for vehicle access design?

Do I need a survey?
Yes. The levels must come from a survey of the plot and road side. We do it.
Can I widen my gate?
Yes, through the same design, construction and completion NOCs.
Can I add a second driveway?
It goes through the same NOCs and is reviewed against the road layout. We check it before designing.
Can I lower the kerb outside my villa?
Kerb changes are part of the vehicle access design and construction NOCs.
Do I also need an RTA NOC?
Yes, for works on the road side. The RTA NOC follows the Dubai Holding NOC.
What if a street light or tree is in the way?
It has to be dealt with in the design; relocating services needs its own NOC. We check this at the survey.
What happens at completion?
The finished access is inspected and the completion NOC is issued.
I already built the driveway without a NOC. What now?
We survey what was built and advise how to apply for approval.
Do the gate and boundary wall need a building permit too?
If you change the boundary wall or gate structure, the authority permit for your area may apply. We check.
Who can apply for a Dubai Holding NOC?
Only registered consultants and contractors can apply on the Dubai Holding Community Management NOC portal. Owners cannot apply themselves. We are registered and submit for our clients.
