Each tower has its own building management, its own rules for working hours and contractor access, and its own requirements for drawings and handover. We confirm them with the building management at the start.
JLT Tower Fit-Out Approvals: Almas, Uptown, Mazaya, Jumeirah Bay, Gold and Platinum Towers
Fit-outs in JLT towers follow the same route whichever tower you are in: the building management NOC, DMCC fit-out approval reviewed through Concordia, DCD approval for fire safety, then inspection and the Concordia COC. Almas Tower and Uptown Dubai go through Concordia too.

JLT Tower Fit-Out Approvals: Almas, Uptown, Mazaya, Jumeirah Bay, Gold and Platinum Towers: The Short Answer
| Step | Who | What happens |
|---|---|---|
| 1 | You and our engineers | Your plan, photos and unit details. We get the existing drawings from building management or DMCC and check them on site. |
| 2 | Building management / owners association | NOC for the works. |
| 3 | DMCC (reviewed through Concordia) | Fit-out approval of the stamped drawings and calculations. |
| 4 | Dubai Civil Defence (DCD) | Approval of fire safety changes, then inspection. |
| 5 | Concordia | Final inspection and the Certificate of Completion (COC). |
What Gets Checked Here
- Building management NOC: the building management or owners association approves the works first
- DMCC fit-out approval: DMCC approves the fit-out, with the drawings reviewed through Concordia
- Civil Defence: changes to fire alarm, sprinklers, exits and other fire safety need DCD approval
- Certificate of Completion: after inspection, Concordia issues the COC confirming the works match the approved drawings

JLT Tower Fit-Out Approvals: Almas, Uptown, Mazaya, Jumeirah Bay, Gold and Platinum Towers FAQs
Is the approval route the same in every JLT tower?
Yes. Building management NOC, DMCC approval via Concordia, DCD and the Concordia COC.
Who approves fit-outs in JLT?
The building management NOC comes first, then DMCC fit-out approval reviewed through Concordia, DCD approval for fire safety, and the Concordia COC after inspection.
What is Concordia?
Concordia is the building and facilities management for JLT towers, appointed by DMCC. It reviews fit-out drawings, inspects the works and issues the Certificate of Completion (COC).
Where do I get existing drawings for my unit?
From the building management or DMCC. If the unit was changed since, we survey it and update the as-built drawings.
Do I need a COC after a fit-out?
Yes. Concordia inspects the works and issues the COC when they match the approved drawings.
