Which communities need a developer NOC before the permit?
Master-developer communities do: Emaar (Arabian Ranches, Dubai Hills, The Valley, Emirates Living, Downtown), Nakheel (Palm Jumeirah, JVC, Al Furjan and more), Dubai Holding, DAMAC, Majid Al Futtaim, Meraas, Sobha, Meydan and others. Dubai Municipality villa areas and Dubai Silicon Oasis do not.
The short answer
If your property is in a master-developer community or a developer-managed tower, the developer or building management NOC comes first, then the permit from DM, DDA, Trakhees or DMCC. Villa plots in areas such as Al Barsha, Jumeirah, Umm Suqeim, Mirdif and Al Warqa have no developer NOC; we submit directly to Dubai Municipality.

- Others: Dubai Holding, DAMAC, MAF, Meraas, Sobha, Meydan, Nshama, PID.
- No developer NOC: Al Barsha, Jumeirah, Umm Suqeim, Mirdif, Al Warqa, Dubai Silicon Oasis.
