What is a developer NOC in Dubai?
A developer NOC (no objection certificate) is the master developer's approval of works in its community, such as an Emaar, Nakheel or DAMAC NOC. It comes before the authority building permit in developer communities.
The short answer
Master developers set rules for how villas and buildings in their communities can change. Before Dubai Municipality, DDA or Trakhees issues a permit, the developer reviews the drawings and issues its NOC. Each developer has its own route, for example the Emaar Community Portal, the Nakheel online portal, DAMAC by email or the wasl app.
