Nakheel's Urban Management – Development Control team issues a VSR whenever a villa in a Nakheel community needs an NOC — most commonly for a sale or lease transfer, a new modification or extension application, or a periodic community inspection. The report records every structural change on the property against Nakheel's approved drawings and flags any unauthorised work such as extensions, pergolas, enclosed balconies, or altered elevations. If everything matches the approved plans the VSR shows a “Pass.” If it finds unapproved work, it lists each violation, and the villa cannot get further Nakheel NOCs — including a sale NOC — until those items are cleared.
