DCM NOC: which one you need and how to get it

Many owners and contractors still call it the DCM NOC. Today these NOCs are requested on the Dubai Holding Community Management NOC portal, and only registered consultants and contractors can apply. We pick the right NOC and submit it for you.

The short answer

A DCM NOC is not one single approval. The portal has separate NOCs for works in the right of way, road closure and traffic diversion, sewerage, vehicle access and gates, construction site access and hoarding, temporary laydown, night works, the ROW completion certificate and site services information. Choosing the wrong one means starting again. For road-side works an RTA NOC follows, and building works on the plot need the permit from the authority for your area.

Questions

Questions

Is DCM the same as Dubai Holding Community Management?

Many owners and contractors still call it DCM. Today these NOCs are requested on the Dubai Holding Community Management NOC portal, and that is where we submit them.

Which DCM NOC do I need?

It depends on where the works are. Works in the road reserve need a right of way NOC, closing a road needs a road closure NOC, a sewer connection needs a sewerage NOC, a new driveway or gate needs a vehicle access NOC, and starting work on site needs a site access NOC. We check and choose the right one.

Who can apply for a DCM NOC?

Only registered consultants and contractors can apply on the Dubai Holding Community Management NOC portal. Owners cannot apply themselves. We are registered and submit for our clients.

What is the DCM NOC portal?

The online portal of Dubai Holding Community Management where registered consultants and contractors apply for NOCs for works in its communities.

What is the difference between new, renewal and revision?

New is the first application. Renewal extends a NOC when the works run longer. Revision changes an approved NOC when the design or scope changes.

Do I also need an RTA NOC?

Yes, for works on the road side. The RTA NOC follows the DCM NOC.

Does the DCM NOC replace the building permit?

No. If you are also building or changing anything on the plot, you still need the building permit from the authority for your area. We check what applies to your works.

What documents does the DCM NOC portal ask for?

Usually the title deed and affection plan, an owner letter, the drawings for the works, the contractor trade licence and the planned dates. Each NOC type has its own list.

How long is a DCM NOC valid?

Each NOC covers a set period for the works. If the works run longer, apply for a renewal before it expires.

What is the ROW Work Completion Certificate?

The certificate issued after works in the right of way are finished and inspected.

What is Site Services Information?

Information on the existing utilities and services around your plot, used before design or digging.

Can works start before the NOC is issued?

No. Works should only start once the NOC is issued and the conditions are met.

Do you submit DCM NOCs for clients?

Yes. We prepare the drawings, submit on the portal, answer the comments and follow up to the completion certificate.
