Dubai Holding right of way NOC: works outside your plot
Any work in the road reserve of a Dubai Holding community needs a right of way NOC first: excavation, shoring, cables, pipes, dewatering, crossings, landscaping and trial pits. After it, an RTA NOC is needed. We prepare the drawings and submit both.
The short answer
The right of way (ROW) is the land between the plot boundaries and the road: verges, footpaths, kerbs and service corridors. Dubai Holding Community Management has a separate NOC for each type of ROW work, from excavation and shoring to cable laying, dewatering and road crossings. Each one is applied for as new, renewal or revision, and the ROW Work Completion Certificate closes it after inspection. An RTA NOC follows for the road side.
