How do I apply for a Dubai Municipality building permit?
Through a DM-approved consultant, online through the Building Permit System (BPS). The consultant prepares the drawings and stamped calculations, gets the developer NOC where needed, submits, answers comments, and handles inspection and completion.
The short answer
Owners cannot submit to Dubai Municipality directly. A DM-approved consultant applies through the Building Permit System (BPS). In developer communities such as Emirates Living or Downtown, the developer or building management NOC comes first; in DM villa areas such as Al Barsha there is no developer NOC. Fire safety changes also need DCD.
